Subject: [PATCH] build: bump central-publishing-maven-plugin 0.10.0 -> 0.12.0
 to fix Maven Central publish

The 0.10.0 plugin left stray group-level maven-metadata-central-staging.xml
entries in the multi-module central-bundle.zip, which the Sonatype Central
Portal rejects with 'Bundle has content that does NOT have a .pom file'
(first surfaced on the 2.2.0/3.1.0 releases that added the openml-xgboost
module). 0.12.0 carries Sonatype's Oct-2026 fixes for this. RLAB-617.
