Add a Check & Build GitHub Actions workflow

Problem

The repository has no continuous integration. Formatting regressions, type errors, and build failures are only caught locally, so a broken commit can land on main unnoticed. The groundwork already shipped in earlier migrations: package.json defines the format:check and check scripts, pins packageManager: pnpm@11.22.0 (read automatically by pnpm/action-setup), and sets engines.node to >=22.19.0, which Node 24 satisfies.

Solution

Add .github/workflows/test.yml, a Test workflow with a single Check & Build job that runs on pull requests to and pushes to main:

1. actions/checkout@v7
2. pnpm/action-setup@v6 — reads the pinned pnpm version from package.json
3. actions/setup-node@v7 — Node 24 with pnpm cache
4. pnpm install --frozen-lockfile
5. Three separate steps — pnpm format:check, pnpm check, pnpm build — each with if: ${{ !cancelled() }}, so one run reports every failure at once instead of stopping at the first.

Scope and exclusions

• No site code, copy, styling, or build configuration is touched; the workflow mirrors the site's existing scripts exactly.
• The workflow does not deploy, run on branch pushes other than main, or add new checks beyond the three commands already used to validate this repository.
• TODO.md: the corresponding Architecture Sync checkbox is marked complete in the same commit.

Validation

• pnpm format:check — passed (covers the new YAML file)
• pnpm check — 0 errors, 0 warnings
• pnpm build — passed, dist/index.html and sitemap-index.xml generated
• The Test workflow is expected to run green on this pull request itself.

No pre-existing check failures; all three commands pass cleanly on this branch.
