[PWGCF] Fix fetching CCDB data bug and improvements

Fix a bug where the task fetch data from CCDB multiple times, which results in a crash

Make a full use of struct TaskConfiguration {...} tc;

obs.fProfTwo[eSim] is now filling the correct simulated centrality
