The replacement Meta review account currently requires an emailed verification code, preventing external reviewers from signing in with the supplied credentials. Add the exact engineering+fb@audius.co address to the existing reviewer OTP exception list alongside fb@audius.co.

Password authentication remains required. This intentionally removes the email-code step only for the named reviewer account, with the account owner’s approval; ordinary engineering addresses and aliases still require OTP.

Validation: focused tests cover the exact existing/new exceptions and non-exempt addresses; ESLint and git diff --check pass. Full identity-service CI will run on this PR.
