🟡 Changes recommended
Normalized .NET identifiers cannot select a GitHub Actions workflow template because both platform maps lack the dotnet alias.

What changed in this PR
This PR extends App Service runtime lookup to accept equivalent .NET 11+ identifiers while preserving the catalog’s display names and configuration values.
Changes:
- Normalize requested and catalog .NET identifiers during runtime lookup.
- Apply shared runtime normalization to GitHub Actions input.
- Add tests for .NET compatibility, unchanged catalog output, and Node aliases.

Description
Support equivalent .NET runtime identifiers for version 11 and later, including dotnet|11 , DOTNET|11.0 , and DOTNETCORE|11.0 .
Normalize both the requested runtime and catalog identifiers during lookup so either naming format can resolve against the available catalog. Preserve the catalog’s original .NET display names and configuration values rather than standardizing az webapp list-runtimes output.
Existing Node runtime standardization and older .NET compatibility mappings remain unchanged. Apply the shared runtime normalization to GitHub Actions runtime input as well.
Before: dotnet|11.0 accepted as runtime input

After: dotnetcore|11.0 now accepted as runtime input

Confirmed that previous Node changes are still working as expected.
