Describe the bug
WORLD_BANK_INC_GRP URL from "http://databank.worldbank.org/data/download/site-content/OGHIST.xls" leads to an expired SSL certificate error.

A more up-to date URL seem to be "https://ddh-openapi.worldbank.org/resources/DR0095334/download".
