Updating Staging to 2.9.2 - #2075

Integrate the migrations submodule with database population and the existing db:migrate commands. - Add a services configuration adapter that resolves the submodule's migration directory using an absolute path - Preserve local development/test connection settings and environment overrides - Update populate.js and db:migrate scripts to use the shared adapter - Correct migration imports and directory references in integration tests - Add population checks for migration history and the unique CVE year index - Document submodule initialization and migration execution - Correct the manual migration command shown when test population skips migrations
