Records Ben's eleven rulings of 2026-10-08 on the rapid-python environment under ## Rulings in system/decisions.md, one anchored entry per ruling, each ending (Ben, 2026-10-08):

one environment (Kafka kept), Python 3.13 (3.14 fallback), astroquery direct, the romancal floor, the -base variants, the Roman Research Nexus packages, build on change, committed spec, one import list, the monthly re-lock with an import-proven auto-merge, and the deferred envhouse retirement.

The 2026-10-06 decision-one-pin-table entry now points at decision-python-relock, which supersedes its Python clause. This follows the page's supersession convention.

Checks: scripts/check-public-safety.sh OK, sphinx-build -W --keep-going -b html rc 0, and scripts/acceptance.sh _build/html passes. The implementing pull requests are IPAC-SW/rapid_systems #297 and the two stacked on it.
