ci: build the docs on merge groups too - #16417

The docs dry-run build only ran on pull_request, so it never appeared in the merge queue. Add a merge_group trigger so the queue builds the docs on the speculative merge commit. merge_group has no paths filter, so it runs for every group; the in-app docs link check reads dojo/, so code changes can break it too. The docs dry-run build (
validate_docs_build.yml) only triggers onpull_request, so it never shows up in the merge queue. A docs-only PR's queue entry listsruff,changesandUnit Tests Complete, and nothing that builds the docs.This adds a
merge_grouptrigger so the queue builds the docs on the speculative merge commit.merge_grouphas nopathsfilter, so the build runs for every merge group. That is intended: the in-app docs link check readsdojo/, so a code-only PR can break this build too. On a code merge group it runs in parallel with the much longer unit tests.pull_requestpaths filter removed, because a required check that never reports on non-docs PRs blocks them from queueing.Companion to #16413, which skips the heavy unit tests for docs-only merge groups.
