modernize carrier curls

1. Documents create carrier curl tooling
2. Automatically deletes output dir prior to run to automatically delete unused curls
3. Overhauls tooling to use cleaner matrix of carrier account types to register endpoints
4. Moves static data to separate files so tool itself is cleaner
5. Runs tooling to update/delete/add carrier curls which hasn't been done in months
