flatten structure

The entire purpose of this PR is to flatten the structure of the project by removing the unused community dir and move everything in the nested official dir up one level.

Reviewer Note: Look at each commit individually. Commit 1 just removes community and bumps everything under official up one level. Commit 2 updates all references for filepaths, commit 3 moves create-carrier-curls from guides to a carriers dir.
