feat(version): expose experimentation_enabled in version info

Self-hosted dashboards can't tell whether the experimentation pipeline is deployed, so they can't hide experiment UI on installs without it.

• Add experimentation_enabled to VersionInfo, read from the EXPERIMENTATION_ENABLED setting.
• Defaults to False when the setting is absent.

Tests cover the setting on, and the default via the existing exact-match version info tests.
