Show which usage notifications we send and to whom #8189
Scoped down. A static page that states who is notified and at what thresholds. Choosing your own is deferred, along with the API it depends on.
Goal. Someone can see when we will contact them about usage, and who will hear about it, without asking support.
Scope
list the thresholds we notify on: 75, 90, 100, 120, 200, 300, 400 and 500 (api/organisations/constants.py)
say who receives them. Below 100% only organisation admins are emailed. At 100% and above everyone in the organisation is (api/organisations/task_helpers.py)
keep the "what counts as an API call" reference on the page
copy makes clear we never cut off API access at any of these. They are notifications, not limits
Both facts are available today, so this needs no backend work and can ship ahead of the rest of the epic.
Done when
the page lists all eight thresholds, not a subset
the admins-only rule below 100% is stated, since it is a common support question
Deferred, not cancelled
adding, editing and removing thresholds
channel choices beyond what we already send
the per-organisation notification configuration API this depends on

Dropping this. We are not touching notification configuration in this epic, and what was left after that deferral was a static page listing eight constants and one rule, which is not worth a screen.
Nothing is lost visually: #8185 already has the notification markers on the usage bar in scope, so the thresholds still appear where they are useful.

Reopen if configurable thresholds come back.
