A provider with only output as consumer doesn't get connected to the driver #976
Description
When a phlex job is configured with just a provider node and an output node, the provider doesn't run, and no output file is produced. For example, this jsonnet file doesn't run the provider node wires_provider:

The registration code for wires_provider runs, but not the provider's body. I want to use this in a minimal tutorial on how to add new data products to FORM.
