Toolbar and suggestion bar

Move the toolbar below the suggestion bar, and the suggestion bar should only show when I type the text. It disappears when I don’t type or when no suggestions appear.

instead of dual toolbar you could try single toolbar without any pinned keys + auto hide toggles
