…ft builtin ids The optimizer cannot infer a key for the UNION ALL in mz_wallclock_freshness_progress, so verify_builtin_descs rejects the declared (object_id, replica_id) key. The new freshness builtins also shift the builtin GlobalIds pinned in mz_catalog_server_index_accounting.slt. Adds
mz_internal.mz_wallclock_global_freshness_histogram,mz_wallclock_replica_freshness_histogramand the progress viewmz_wallclock_freshness_progress, next to the existing wallclock lag relations, which stay unchanged. Ameasurecolumn separates end-to-end latency from local delay. Also adds the dyncfgs for buckets per octave, virtual arrival interval, period, restart policy and retention, and the two feature flags.Part of P-CPU-328, design in #40320. Recording and reporting are behind
