Behind the reporting flag, the per-minute lag history and the Prometheus metric report max(D, S) in milliseconds instead of rounding up to whole seconds. A REFRESH EVERY view then reads its refresh period instead of 0, and joins of slow sources read their true assignment bound. With the flag off every value is identical to today.
Part of P-CPU-328, design in #40320. Recording and reporting are behind
