Upgrade to Calcit 0.27 and deploy through COS

• upgrade Calcit and @calcit/procs to 0.27.0, Yarn 4.18, and current Respo modules
• pin CI actions and enforce the latest strict workflow plus zero dynamic method dispatch
• retain the npm diff behavior regression test
• build with absolute COS CDN paths and verify local and uploaded JS/CSS resources before rsync

Validation

• strict workflow, check-only, deprecated scan, and dynamic-method gate pass
• npm diff typed-data regression test passes
• Node 24 / Vite production build and local COS asset verification pass
