baselines: repair compiler and configuration build failures

Older baseline kernels fail to build with newer GCC, and Memtis places HTMM vmstat names under the memory-balloon configuration guard. This batch fixes those build failures and removes an unused Colloid declaration that fails warnings-as-errors builds.

The two commits:

• Apply upstream Linux fix 52a9dab6d892 to the TPP, Nomad and Memtis host tools, preserving its attribution; move Memtis counter names under the matching HTMM guard.
• Apply the shared unused-declaration correction to Colloid-tpp and Soar/Alto.

Validation:

• All six baseline patch chains apply cleanly to their documented Linux tags.
• The host-tool helper passes initial application, repeat application, and rejection of conflicting source for Linux 5.13-rc6, 5.15 and 5.15.19.
• Affected shell scripts pass bash -n; the diff passes whitespace checks.
• Memtis mm/vmstat.o compiles with memory-balloon support both enabled and disabled.
• Local kernel builds covering these patch hashes passed, including Colloid Linux 6.3 with GCC 13 and warnings-as-errors retained.

These changes do not alter tiering policy. Build validation does not establish hardware boot correctness or workload performance; those checks remain separate.
