PSG fixes for boosters with relightable stages - #2389

This forces staging events even if you have fuel left in a restartable engine if the configured coast stage is in the future. The coast stage must shut down the engine precisely to avoid overshooting the upper stage insertion burn and wasting fuel in the upper stage correcting. This means that if you do a coast-before <upper stage> or coast-dedicated <dedicated coast> that you throw away some amount of fuel in the lower stage. If you coast-after <booster stage> then you drag the booster through the coast and it will attempt to relight it and use the residual fuel in the booster as part of the upper stage.
