Remove all the UTF-8 BOMs - #2397

- changes the charset in the .editorconfig to utf-8 which should prevent any modern editors from adding BOMs - strips all the BOMs - adds a check to github actions to fail any PRs with them AFAIK they aren't necessary and the C# toolbase defaults to utf8 rather than utf16 (which would actually require a BOM)
