This regenerates the exact Jakarta Pages 3.0.0 → 4.0.0 provided-dependency proposal already reviewed and deferred in #188/#191. Its diff changes only that one dependency version.

Keep the published Pages 3 API contract and [3.0,4) OSGi ranges. Raising a public provided dependency requires a separately reviewed minimum-runtime/API migration and consumer evidence; it is not part of the accepted packaging-tool update. See the merged dependency decision record.

Closing this repeated version proposal under that dated disposition. Security updates remain enabled; a new advisory or materially different compatibility proposal must be reviewed on its own evidence. #169 records this PR queue cleanup.
