I've built each Patina repo individually with Rust 1.99.1 and any found with code changes needed for the 1.95.0 to 1.99.1 update have already been updated. This syncs the toolchain update to all repos. If any repo does need changes not found previously, for whatever reason, they will be applied in the file sync PR. The MSRV is left at 1.90.0.
