0.5.2: counters keep declined routes, import race, lists of arrays

Fixes three defects found by the first consumer.

• ConversionCounters key is derived once from every ConversionRecord field except nbytes and seconds; declined_mechanisms survives rows, merge, JSON, pickle and format_table.
• loaded_module() treats a module with spec._initializing as not loaded; import_module waits on the module lock.
• The device of a call is read from direct arrays and from items of list/tuple arguments (one level); arrays on different devices raise ValueError naming them.
