deb: gate qt6-httpserver-dev on a build profile - #79

`qt6-httpserver-dev | qt6-base-dev` never installed QtHttpServer: `qt6-base-dev` is a hard Build-Depends, so apt counts the group as satisfied and skips it. OMEdit on noble, resolute and trixie was built without the MCP server. The dependency is now `qt6-httpserver-dev <!pkg.openmodelica.nomcp>`; apt-build passes `-Ppkg.openmodelica.nomcp` on jammy, which has no QtHttpServer. Without the profile, `debian/rules` fails when CMake did not find QtHttpServer, so the MCP server cannot silently drop out again. Assisted-by: Claude Opus 5.5
