docs(changeset): stop promising a major release for the Prisma 8 line - #1670

The .select() changeset justified shipping breaking changes on minor by saying the whole line would be released as one major. That is no longer the plan (#1650): before 1.0, a minor release is where breaking changes go. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

That is no longer the plan, per #1650: the line ships as 0.44.0.This rewords the sentence to give the real reason: before 1.0, a minor release is where breaking changes go. No other changeset makes the promise. The text reaches the 0.44.0 changelog, so it should land before #1448 is merged.
