Dependency review: safe to merge

• Scope: actions/cache 4.3.0 → 6.1.0 in .github/workflows/tests.yml and .github/workflows/release.yaml, one line each. Both stay SHA-pinned (0057852 = v4.3.0 → 55cc834 = v6.1.0, checked against upstream tags).
• How we use it: Go module/build cache on GitHub-hosted ubuntu-latest with only path, key (${{ runner.os }}-go-${{ hashFiles('**/go.sum') }}) and restore-keys.
• Breaking changes: None that affect us. v5.0.0 moves to the Node 24 runtime and needs Actions Runner ≥ 2.327.1; this PR ran on 2.337.0. v6.0.0 is an internal ESM/package update. action.yml inputs are identical across v4.3.0, v5.0.0 and v6.1.0, and the release notes mention no key-format changes.
• Verification: The Tests workflow ran v6.1.0 on this PR and passed, including the post-job cache save. release.yaml is dispatch-only and didn't run here; it uses the same inputs and runner.
