Add administrative user estate evidence export

Summary

Adds an authenticated administrative evidence export for the PanoramaBlock user estate.

The export reports the independent database populations for:

• user profiles
• canonical users
• wallets

It also preserves and reports the relationships and exceptions between those populations rather than manufacturing a combined user count.

Evidence characteristics

• exhaustive paginated retrieval through the existing Database Gateway
• evidence-specific source-field selection
• deterministic ordering
• profile/wallet/user relationship validation
• unmatched wallet reporting
• users without wallets reporting
• wallets referencing missing users reporting
• tenant relationship validation
• canonical SHA-256 payload integrity digest

Access control

Reuses the existing Phase 2 administrative evidence security boundary:

• wallet signature authentication
• existing Phase 2 evidence administrator allowlist

No new authentication or identity-attestation mechanism is introduced.

• 21/21 feature tests passing
