DINO-1038: group Dependabot updates into main/ci/non-main PRs - #1037
Replaces one-PR-per-dependency with one Dependabot PR per group (multi-ecosystem groups). Every entry gets a 7-day cooldown. Ecosystems and directories covered are unchanged.

The 22 open per-dependency Dependabot PRs are not touched here. Close them once the first grouped PR opens (closing a Dependabot PR before then can make it ignore that version).
