plotjuggler embeds the Python interpreter (plotjuggler_app links Python3::Python for its Python custom transforms) without declaring a Python dependency in package.xml. Today every lyrical package has python in host anyway, so this changes nothing yet; it keeps plotjuggler built per Python once packages without Python content stop getting python (vinca's conditional_python_dependency).

switch override parsing to use a similar ruamel.yaml based approach to upstream conda-build so that overrides can contain selectors such as platform specs.

to build Lyrical Python packages for Pythons 3.12, 3.13, and 3.14 while not unnecessarily rebuilding non-Python dependencies.
