fix: align native bridge capability metadata

Summary

• Align NativeBridgeAdapter and NativeProcessBridgeAdapter capability booleans and advertised state/report formats with their configured serializer channels.
• Keep XInput and HID gamepad reports and JSONL available when state, extensions, and profile HID payloads are all suppressed. Keep supportedCommands unchanged.
• Document that capabilities describe OpenController SDK serialization, not support at the OS, browser, device, Steam, or game layer.

This issue was selected from the repository audit. The external vibration and motion reports cited in the Cycle 9 gate are adjacent ecosystem evidence; they do not demonstrate this OpenController metadata mismatch or its prevalence.
