Require patched BCI runtime packages - #347

Conversation
Keep the supported BCI 15.7 micro/runtime installation path. Require current expat, OpenSSL and glibc builds so stale package repositories fail at build time; retain existing ACL, attr, PCRE2 and GLib floors. Reuse the released Renovate configuration pins from PR #346 to resolve the ref-version-mismatch failure blocking master publication. The matching native amd64/arm64 CI already validates the merged Go toolchain and network module updates; unrelated Go revision and minor-version PRs remain separate.

Require patched expat, OpenSSL and glibc packages through the supported BCI 15.7 update path; version floors reject stale repositories. Master already includes the required Go and x/net fixes. Reuse #346's released Renovate pins to restore workflow lint. #335/#339 remain independent; prior fixes, the OpenPGP guard, VEX and exceptions are preserved.
CI and scan artifacts passed on native amd64/arm64: generated-code checks, build/unit tests, OpenPGP guard, smoke tests, secret/vulnerability scans and signed publication. Package-floor positive/negative checks and online Zizmor 1.31.1 passed.

Follow-up Trivy 0.74.0/Grype 0.118.0 scans of both exact runtime digests clear all assigned findings and secrets under unchanged scanner/VEX policy. The signature verifies; binaries and eBPF files match tested CI inputs. Existing VEX handles the prior applicability finding on published images; local CI retains it.No assigned findings deferred. Human review/merge approval, chart adoption and delivery verification remain. Detailed findings and supervisor-owned tracking stay in the private ticket.
