Closes #778

Part of TEDI-Design-System/general#247.

  • CONTRIBUTING.md: reporting issues (bugs, Discussions for new components, design repo, accessibility, security), making a change, local setup, the accessibility check and how to run it locally. Links to the wiki for the full process.
  • .github/ISSUE_TEMPLATE/accessibility-issue.md: new template with the wcag label.
  • .github/ISSUE_TEMPLATE/config.yml: contact links for private security reports, Slack, Discussions and the design repo. Blank issues stay enabled.
  • README.md: Contributing section points to CONTRIBUTING.md.

CONTRIBUTING.md links to the code of conduct, security policy and support page added in TEDI-Design-System/.github#1, so the two should be merged together.

The local accessibility test commands in CONTRIBUTING.md are taken from the CI workflow and have not been run locally yet.

Summary by CodeRabbit

  • Documentation
    • Added an accessibility issue template for reporting affected components, reproduction steps, expected behavior, environment details, and relevant WCAG criteria.
    • Enabled blank issue submissions and added contact links for security reports, questions, feature proposals, and design or UX feedback.
    • Expanded contribution guidance with reporting instructions, setup steps, contribution workflow, component guidance, and accessibility checks.
    • Updated the README to point contributors to the contribution guide.

Add CONTRIBUTING.md, an accessibility issue template and issue template contact links
(security, Slack, Discussions, design). Link the guide from the README.

  • observed — README.md (service) was modified; 1 changed file maps to changed impact.

Before / after behavior

  • observed — Modified behavior in README.md: The contributing instructions now direct readers to CONTRIBUTING.md for reporting issues, setting up the repository, and opening pull requests; the wiki link remains for component guidelines and coding standards. The separate GitHub Issues link was removed.
  • observed — Modified behavior in CONTRIBUTING.md: Adds repository-specific introduction and reporting routes for bugs, proposals, design and accessibility issues, security vulnerabilities, and questions.
  • observed — Modified behavior in CONTRIBUTING.md: Adds the contribution workflow: open an issue or discussion first, branch from rc using the specified naming pattern, follow the commit convention, target pull requests to rc, and consult the contributor workflow for test-environment differences.
  • observed — Modified behavior in CONTRIBUTING.md: Adds the Node.js 24 requirement and local install, Storybook, lint, test, coverage, and build commands; distinguishes TEDI-READY components in src/tedi/ from community components in src/community/.

Explanation

Issue #778 requires a contributing guide with setup, scripts, tests, an accessibility gate, and a wiki link. The PR adds these items in CONTRIBUTING.md. The PR also adds the accessibility issue template and issue-template contact links. The reviewed file list contains no PR template and no CODEOWNERS file. These are unmet coding requirements from #778.
