Fix And/Or not being commutative when combining rules

• ArchRule.And/Or and SliceRule.And/Or now pass this instead of _ruleCreator to CombinedArchRule and CombinedArchRuleDefinition
• ArchRuleCreator.HasNoViolations now correctly returns false when RequirePositiveResults is set but no objects matched the predicate
