The My Sites toolbar retains current-site and full-list navigation. It loads eligible site links on demand through authenticated, paginated requests. The menu supports loading, empty, and retry states, plus hover, keyboard, and touch interaction.
Changes: Lazy My Sites Toolbar
Layer / File(s)
Summary
Toolbar setup and fallback navigation inc/managers/class-site-manager.php, tests/WP_Ultimo/Managers/Site_Manager_Test.php
Site_Manager registers toolbar controls and script settings, adds the full-list link, and updates the request detector. Tests cover request detection and toolbar link setup.
Authenticated paginated site endpoint inc/managers/class-site-manager.php, tests/WP_Ultimo/Managers/Site_Manager_Test.php
The AJAX handler validates multisite status, login, and nonce, then returns up to 20 eligible site links per page. Site processing restores the prior blog context. Tests cover page limits, disjoint results, and current-site exclusion.
Browser loading and interaction assets/js/my-sites-toolbar.js, DESIGN.md
The controller loads pages on toolbar interaction and supports load-more, retry, and status messages. It handles Escape focus return. The design requirements describe fallback links and supported interactions.

Full details: Out of Scope Changes check
Explanation
The diff stays within the implementation, asset, test, and design paths specified by issue #2015. The PHP and JavaScript changes target the top My Sites toolbar. The changes do not modify the bottom Toolbox/Jumper, WordPress core, unrelated plugins, or global get_blogs_of_user() behavior.
Full details: Linked Issues check
Explanation
Issue #2015 requires the lazy endpoint to preserve existing get_blogs_of_user visibility filters before pagination. get_my_sites_toolbar_page_data() applies get_blogs_of_user only after get_sites() applies the page offset and array_slice() limits the result. The endpoint therefore does not run the existing pre_get_blogs_of_user filtering path before page boundaries. A filtered site can consume a slot or shift between pages. The new pagination test does not cover this boundary. The implementation does retain direct toolbar gating, nonce checks, bounded requests, magic-link generation, and finally-based blog restoration.
Resolution
Apply the existing site visibility filtering, including pre_get_blogs_of_user behavior, before calculating page offsets and page limits. Preserve deterministic, bounded page results. Add focused tests that exclude sites at page boundaries and verify contiguous, disjoint pages for customer and other existing visibility rules.

The fixture creates 41 additional sites, so the first two pages should each contain 20 sites. assertLessThanOrEqual(20, ...) also accepts empty or underfilled pages, and the disjointness assertion is vacuous when either page is empty. No other test invokes get_my_sites_toolbar_page_data().

Handle Enter and ArrowDown on dynamically inserted site submenus.
Each fetched site entry is a focusable link. Its action links (dashboard, posts, comments, visit) sit in a hidden .ab-sub-wrapper. The wrapper is revealed only when the li.menupop item has the hover class. The plugin's only keydown listener is on the top-level toolbar trigger, so a site item inserted after the fetch has no keyboard path that adds hover. Enter and ArrowDown on a site entry therefore leave its action links unreachable by keyboard.
This gap exists whatever the aria-expanded value is. Changing that attribute does not reveal the submenu.
Add a handler to each site item that responds to Enter and ArrowDown on the site trigger:
The handler is attached only when the submenu exists. On an item with a submenu, Enter toggles the submenu instead of following the site link. The site's links remain in the submenu.

Do not leave expanded submenus marked as collapsed.
Each lazy site link receives aria-expanded="false", but the controller never changes that value when its submenu opens. Assistive technology therefore receives a collapsed state while the dashboard actions are visible. Update the attribute with the submenu state, or omit it rather than reporting a false state.

Keep keyboard focus when loading another page.
If a keyboard user activates “Load more sites,” more.remove() removes the focused link before the request finishes. Focus leaves the menu, so the user cannot continue from the newly loaded entries or reach an in-menu retry without navigating back. Keep the link in place while loading, then move focus to an appropriate menu control before removing it. (developer.mozilla.org)

Open the menu for Space and ArrowDown.
If the trigger has focus, Space or ArrowDown calls loadInitialPage() but does not open the WordPress submenu or prevent the browser's default key action. WordPress handles Enter separately; these two keys only start a request while the menu remains closed. Open the menu for Space and ArrowDown and prevent their default actions. (raw.githubusercontent.com)
Based on learnings, custom Space and Arrow-key handlers should prevent browser defaults.

Close the menu when Escape returns focus.
If focus is on a dynamically added link, Escape focuses trigger but does not remove the root menu's .hover class. WordPress binds its Escape handler to links present during initialization, so that handler does not close the menu for the new links. Clear the open state when returning focus. Add direct authorization tests for the toolbar AJAX handler.
get_my_sites_toolbar_page() has two rejection branches: one for logged-out requests and one for invalid nonces. No test calls this method or dispatches its wp_ajax_wu_get_my_sites_toolbar_page hook. A regression in either branch would therefore pass the current suite. The pagination test calls only get_my_sites_toolbar_page_data().
Add tests that call get_my_sites_toolbar_page() directly:
Logged-out request: Set the current user to 0, call the handler, and assert a JSON error response with status 403.
Invalid-nonce request: Set a logged-in user, send an invalid nonce, and assert the same 403 error response.
wp_send_json_error() ends the request through wp_die(). Capture that exit with the repository's Ajax_JSON_Test_Trait, which installs a wp_die_ajax_handler, or with WP_Ajax_UnitTestCase.
The hook is registered only as wp_ajax_, not wp_ajax_nopriv_. Logged-out requests therefore do not normally reach this handler through admin-ajax. The logged-out guard still protects direct calls, so the test remains useful.

Generate the magic link before switch_to_blog().
get_admin_bar_action_url() calls admin_url('admin-post.php'). Without a blog ID, admin_url() builds the URL from the current blog. After switch_to_blog($site_id), the current blog is the target site. The generated link therefore points to the target site's admin-post.php.
The handler expects the authenticated origin. The comment in inc/sso/class-admin-bar-magic-links.php states: "Keep the click on this authenticated origin until it is validated." On a domain-mapped target site, the user may not have an auth cookie for that host. handle_admin_bar_magic_link() then rejects the request with wp_die(..., 403) at its is_user_logged_in() check.
Build the URL on the current site, then switch blogs:

Include sites supplied by the pre-query filter.
If pre_get_blogs_of_user supplies a user's site list, WordPress returns that list before reading capability metadata. This endpoint reads only capability metadata and never applies that filter. An otherwise eligible site supplied by the filter therefore disappears from lazy pages, even when the user has other sites that keep the menu visible. Preserve that site-list contract when selecting page candidates. (developer.wordpress.org)

Enforce page bounds after applying the site-list filter.
If a get_blogs_of_user callback adds one eligible site, this code can return that site on every requested page because it filters each already-sliced page separately. A callback that adds several sites can also return more than 20 items. Apply filtering within a pagination scheme that keeps the final pages bounded and disjoint. WordPress defines this filter as a filter of the user's site list. (developer.wordpress.org)

Keep My Sites available when the current site is not the user’s site.
On a same-domain multisite, a logged-in user can view a site they do not belong to. The now-default toolbar optimization then supplies an empty site list. WordPress omits My Sites for a non-super-admin with an empty list, so the user loses both the lazy menu and the “All My Sites” fallback despite belonging to another site. Supply one eligible user site when the current site is ineligible, without enumerating the full list before the menu opens. (developer.wordpress.org)

Review comment at @inc/managers/class-site-manager.php at line 1305:
Update the site-list optimization guarded by wp_doing_ajax() to supply one
eligible site when the current site is not among the user’s sites, so WordPress
keeps the My Sites menu and its “All My Sites” fallback available. Preserve lazy
loading by avoiding full site-list enumeration before the menu opens.
