GH#1952: keep structure of runtime-only tables when duplicating a site - #2027
Template duplication skipped runtime-only tables (woocommerce_sessions, woocommerce_api_keys, woocommerce_downloadable_product_permissions, woocommerce_log, actionscheduler_*, yoast_*, redirection_*, litespeed_*, etc.) entirely, so their structure was never created on the new site. Because wp_options is copied (including woocommerce_db_version and similar schema-version options), the plugins believed they were already installed and never recreated the tables. Symptom: WooCommerce cannot persist its session, so /cart and /checkout are empty on the next page load.
Fix
In MUCD_Data::db_copy_tables() (inc/duplication/data.php), tables flagged by is_runtime_table() now get their structure created (SHOW CREATE TABLE on the source, prefix swapped) but the INSERT IGNORE ... SELECT is skipped, so no sessions, logs or queues are copied.
Non-runtime tables behave exactly as before, including the opt-in wu_mucd_skip_empty_tables and a wu_mucd_should_copy_table filter returning false (those still skip the table entirely).
If wu_mucd_should_copy_table forces a runtime table to true, rows are still copied.
Docblock of should_copy_table() updated to match.
Credit to @wallsider for the root-cause analysis and proposed diff on the issue.
Verification
Ran an end-to-end probe via wp eval-file against the dev multisite (fixture runtime table with a row plus a normal custom table with a row, duplicated into a throwaway site that was deleted afterwards):
runtime table on destination
normal table on destination
main (before)
missing
exists, 1 row
this branch
exists, 0 rows
exists, 1 row
phpcs and phpstan pass on the changed file (pre-commit hook). No new PHPUnit tests were added; existing MUCD_Data_Test cases are unaffected by the change (the WP PHPUnit test suite is not installed in this environment, so it was not run).

Walkthrough
Runtime-only tables now retain their structure on the destination during duplication. Their source rows are not copied. Tables rejected for other reasons remain skipped.
When should_copy_table rejects a runtime-only table, the copy flow continues with destination table creation. It inserts source rows only when row copying is enabled. The documentation describes this behavior.
The change is mergeable with bounded follow-up, but direct integration coverage should be added for both runtime-table paths.

Explanation
Issue #1952 requires runtime-only tables to retain their structure without copying rows. db_copy_tables() now creates runtime tables from SHOW CREATE TABLE and skips INSERT when should_copy_table() returns false. The runtime table list includes the WooCommerce, Action Scheduler, Yoast, Redirection, and LiteSpeed tables named by the issue. A filter that returns true still enables row copying. Non-runtime skip behavior remains unchanged. The reported end-to-end probe confirms a runtime table exists with zero rows after duplication.

test_should_copy_table_skips_runtime_tables() checks only the boolean decision. It does not call MUCD_Data::db_copy_tables(), verify that a rejected runtime table is created empty, or verify that wu_mucd_should_copy_table can force its rows to copy.

runtime-only tables handled by db_copy_tables(), keeps the empty structure and
skips only the rows; also clarify that returning true includes runtime-only
table rows.
