This repository documents an active investigation into UTTP (Utube Troll Police) and its affiliated networks, offshoots, and parent entities.
This is not a call to action. This is not a target list. This is a public, ethically-sourced intelligence archive built from Open Source Intelligence (OSINT) and donated documentation.
All content is legal, publicly accessible, and free for exploration and discovery.
UTTP is a decentralized harassment network that has operated across YouTube, Discord, X, and other platforms for years. It is linked to offshoot groups, aligned networks, and parent entities engaged in coordinated abuse, extortion, and exploitation.
This archive exists to:
- Document the structure of the network and its hierarchy
- Preserve evidence in a permanent, publicly accessible location
- Provide a factual record that can support law enforcement, platform Trust & Safety teams, and independent researchers
- Expose affiliations between UTTP and other extremist or criminal networks
The goal is accountability through documentation. Nothing more.
Every entry in this archive is held to the following standards:
- Verifiable claims only — every assertion must have a linked, publicly accessible source
- No unverified accusations — allegations are labeled "alleged" unless corroborated by evidence or acknowledgment
- No private individuals — only public-facing handles and group identities are documented
- Evidence with timestamps — screenshots include capture dates and archived links where possible
- Separation of verified and unverified — clear distinction between "Verified" and "Alleged" sections
- No doxing — no home addresses, employers, family details, or private identifiers
If a claim cannot meet these standards, it does not belong in this archive.
The investigation covers:
- UTTP core identity and history
- Known offshoots and successor groups
- Affiliated networks and aligned actors
- Parent entities and ideological predecessors
- Donated documentation from independent sources
- Historical records and timeline reconstruction
The scope is intentionally narrow. This is not a general-purpose repository for unrelated groups.
All sources undergo manual review by WIC staff before publication.
Restricted content, where it exists, is subject to WIC's data handling policy and is not published publicly. Public content is limited to material that is:

- Free of private individual identifiers
- Relevant to the investigation
No illegal content is hosted here. No hacked material is published. No private data is exposed.

WIC supports the work of law enforcement. This archive exists to make their job easier, not to replace it.
Donated documentation is accepted on a case-by-case basis. Submissions must meet the documentation standards above. Sources are reviewed manually before any content is published.
Contributors are not asked to take risks. No one is asked to infiltrate, entrap, or engage with targets. This is an intelligence archive, not an infiltration operation.
