Fixes #1945 (the reviewer-facing half of #1923; the measurement half is #1924, and #1923 is closed only after both land).

What changes

The reconcile workflow already reads PR metadata, so it can identify a stacked unit and apply a stacked label. Reviewers can then filter the PR list to standalone PRs and see which PRs are units of a chain.

  • A stacked unit is a head commit with exactly one parent, and that parent is another open PR's head.
  • stacked is added to labelDefinitions, so the workflow creates the label if missing.
  • It is reconciled separately from the review-state labels, so reconcileLabels never removes it.
  • A stale stacked label is removed when the parent is no longer another open PR head.
  • The open-PR map is read only when there is a PR to reconcile, so an unassociated workflow run still resolves to zero reads.
  • A commit lookup failure is an advisory, not a failure.
  • contents: read is added for the commit-parent lookup; the job still never checks out or executes PR code.

Tests

vitest run services/__tests__/pr-review-state-workflow.test.ts
Tests 171 passed (171)

Four existing assertions were updated because the new map read is an intended extra read: the CodeRabbit status-comment test, manual dispatch, the associated workflow run, and the created-label count (5 -> 6 with stacked).

ESLint on the changed test file: clean with --max-warnings=0.

Updated 2026-10-11 (head 980566f95)

  • Merged current upstream/main (9c069e94e) (merge commit 980566f95), clearing the has-conflicts state.
  • One conflict resolved: .github/workflows/label-pr-review-state.yml — main prettier-reformatted the whole workflow to the 4-space style required by the new Check formatting step of the compile job; the stacked-label additions from this PR (the contents: read permission, the stacked label definition with fail-soft provisioning, buildOpenPrHeads/reconcileStackedLabel, the open-PR map read, and the per-PR reconcile call) were re-applied on top of main's formatting. The merged file is whitespace-equivalent to the pre-merge head (only main's own types-array re-wrap differs) and prettier-clean.

Verification at this head: vitest run services/__tests__/pr-review-state-workflow.test.ts → 177 passed (177) (the count grew from 171 because main added cases to this file; the merge keeps both sides); ESLint --max-warnings=0 clean on the touched test file; tsc --noEmit shows no error in any file this PR touches; Prettier clean on the merged workflow; no new as any, no changeset/CHANGELOG files.

Updated 2026-10-11 (round 2, head 2be3bcba5)

  • Merged current upstream/main (995167eed) again (merge commit 2be3bcba5) — main moved past the previous sync with no overlap against the workflow changes.
  • Format-gate fix (16ac4c494): the compile job's new pnpm format:check step flagged a long condition in pr-review-state-workflow.test.ts; prettier-only rewrap, no semantic change.

Verification at this head: 177/177 workflow tests; ESLint clean; Prettier clean on both PR files under the repo config.

Updated 2026-10-11 (round 3, head 4f4197345)

  • Merged upstream/main fafad20b0 — main's sharding rework (issue 1707) rewrote both files this PR touches, so this is a semantic re-application, not a sync merge:
    • label-pr-review-state.yml: main replaced the per-label getLabel probe with a single listLabelsForRepo read plus duplicate-race-tolerant createLabel. The stacked fail-soft is re-applied inside that structure — a failed stacked provisioning warns and continues (reviewer filter only); every other managed label still fails closed with the duplicate-race tolerance.
    • pr-review-state-workflow.test.ts: the open-PR-map behavior (openPrHeadsError, openPrHeads) is folded into main's createListPullRequests helper; the getCommit mock is kept; the stacked fail-soft test now drives the new provisioning path; created-label counts move 5 → 6 (stacked is a sixth definition), including main's shard duplicate-race test.

Verification at this head: vitest run services/__tests__/pr-review-state-workflow.test.ts → 205 passed (205) (main's sharding suite + this PR's stacked suite); ESLint --max-warnings=0 clean; Prettier clean on both files.

Updated 2026-10-12 (round 4, head bb7295f41)

Addressed the review at 4f4197345 (1 thread, now resolved): the open-PR head map moved from the reconcile shards into the resolve job.

  • With main's sharding, every shard built the map itself — a sweep of 201–300 open PRs multiplied the paginated pulls.list read by the shard count (~600 extra calls) against the Actions token budget.
  • resolve now builds the map once and exports it as the open_pr_heads output; the sweep branch reuses the open list it already pages, so sweeps pay zero extra reads and direct events exactly one.
  • Shards parse the map from the OPEN_PR_HEADS job env. Empty or unparseable keeps the fail-soft: the stacked label is skipped, never decided from an empty map. A failed list read in resolve warns and emits an empty output.

Verification at this head: vitest run services/__tests__/pr-review-state-workflow.test.ts → 207 passed (207) (two new resolve tests: sweep reuse + fail-soft output; shard tests assert zero pull-request reads); ESLint --max-warnings=0 clean; Prettier clean on both files.

Updated 2026-10-12 (round 5, head 50734f7f6)

Addressed the review at bb7295f41 (2 threads, both resolved):

  • An open-PR list that yields zero entries is now treated as an unavailable map: resolve emits an empty output instead of {}, so shards keep the fail-soft and never remove a valid stacked label based on a map that looks empty (the reconciliation target itself is open, so a zero-entry list is anomalous).
  • Added the resolver-to-shard contract test: asserts the reconcile job's OPEN_PR_HEADS env references needs.resolve.outputs.open_pr_heads and drives a stacked add from the resolver's actual emitted output.

Verification at this head: vitest run services/__tests__/pr-review-state-workflow.test.ts → 209 passed (209); ESLint --max-warnings=0 clean; Prettier clean on both files.

Updated 2026-10-12 (round 6, head 2ce4e3691)

Addressed the review at 50734f7f6 (1 nitpick thread, resolved): the empty-map test previously drove prState: "closed", conflating the anomalous case. A new emptyOpenList harness option covers exactly that - target open, zero-entry open list - and the test chains resolver-to-shard: resolve emits the unavailable-map output, and the shard consuming that emitted value leaves the existing stacked label untouched while review-state reconciliation still runs.

Verification at this head: vitest run services/__tests__/pr-review-state-workflow.test.ts → 209 passed (209); ESLint --max-warnings=0 clean; Prettier clean.

Review round (maintainer review, 2026-10-28)

Head 251046072.

  • Permissions header comment now states that all unspecified permissions are none, that contents is read-only, and that it exists only for the commit-parent lookup.
  • The head map was read on every direct event. Outside the sweep path, reviews, CodeRabbit status comments, workflow_run completions, and manual dispatch each paged the full open-PR list even though none of them can publish a head commit. The resolve job now reads the map only on sweeps (which already hold the open list) and on opened/reopened/synchronize; every other event emits a not-evaluated sentinel. Shards treat the sentinel as "label not evaluated" (info, label untouched) while an empty value still means the read failed (warning). Trade-off: manual dispatch no longer refreshes the stacked label by itself; the next sweep or head-publishing event does.
  • Missing test coverage: the accept side of the read-only guard (same-repository review run; fork PR on a writable pull_request_target run) and a non-JSON OPEN_PR_HEADS value reaching the shard's JSON.parse catch.

Verification at 251046072: vitest run services/__tests__/pr-review-state-workflow.test.ts -> 243 passed. Negative controls: always reading the map turns the dispatch/workflow_run tests red; removing the sentinel branch turns the sentinel and dispatch tests red. ESLint --max-warnings=0 clean on the touched test file, tsc --noEmit 0 errors.

Main refresh (2026-10-28)

Merged upstream/main 3f51e9df7 (897ebdd7), 0 behind main, and formatted the touched spec for the compile job's new format:check (no behavior change). Verification after the merge: the three workflow suites 326 passed, tsc --noEmit 0, eslint --max-warnings=0 clean.

A stacked unit's head commit has exactly one parent, and that parent is another open pull request's head. The reconcile workflow already reads PR metadata, so it can identify that relationship and apply a `stacked` label, which lets reviewers filter the PR list to standalone PRs.

The label is orthogonal to the review-state labels, so it is reconciled separately and never removed by reconcileLabels. A stale label is removed when the parent is no longer another open PR head. The open-PR map is read only when there is a PR to reconcile, so an unassociated workflow run still resolves to zero reads. A commit lookup failure is an advisory, not a failure.

This is the labelling half of Zoo-Code-Org#1923; the measurement half is Zoo-Code-Org#1924.

Summary

Summary by CodeRabbit

  • New Features
    • Open pull requests based on another open pull request are automatically marked with a “stacked” label. The label is removed when the relationship no longer applies.
    • A pull request qualifies only when its head commit has exactly one parent matching another open pull request’s head. Merge commits with multiple parents do not qualify.
    • On read-only fork review runs, the label remains unchanged. If the relationship cannot be verified, the label is also left unchanged.
    • Stacked-label lookup or update failures produce a warning without stopping other review-state labels from being reconciled.

The workflow builds an open-PR head map and shares it with reconciliation shards. Shards compare each PR’s head commit parents with other open PR heads. They add or remove a separate stacked label before review-state processing.

Changes: Stacked pull request labeling

Build and share the open-PR head map
.github/workflows/label-pr-review-state.yml, src/services/__tests__/pr-review-state-workflow.test.ts
The resolver reuses the sweep’s open-PR list or fetches one, then passes a lowercase head-SHA map to shards. Tests cover map delivery, event conditions, and unavailable-map handling.
Detect and reconcile stacked pull requests
.github/workflows/label-pr-review-state.yml, src/services/__tests__/pr-review-state-workflow.test.ts
Shards add stacked when a head commit has exactly one parent matching another open PR’s head, and remove it when no parent matches. Self-matches preserve the label. Fork review runs skip mutation. Tests cover label handling and advisory failures.

  • Zoo-Code-Org/Zoo-Code#1924: Measures a stacked unit against its parent PR head using the same open-PR head and commit-parent relationship.
Merge Risk: Low · previous review eb14b

The change is mergeable with bounded follow-up: stacked labels can temporarily remain stale, and their description can mislead reviewers about the relationship between PRs. Correcting both would improve reviewer accuracy without changing the detection rule.

Full details: Title check

Explanation

The title 'feat(label): mark stacked pull requests so reviewers can filter them' matches the main change: a new stacked label applied by the review-state reconcile workflow to PRs whose head commit has exactly one parent that is another open PR's head. It is concise, specific, and uses a conventional-commit prefix. It does not mention the open-PR head map, the sentinel behavior, or the read-only permission, but those are secondary details.

Full details: Description check

Explanation

The description is mostly complete and follows the template well. It links the issue (Fixes #1945), explains the implementation (stacked-unit detection, separate reconciliation, stale removal, read-only fork guard, advisory failures), and gives test evidence with commands and counts. The 'Test Procedure' is covered by the vitest and ESLint output. Gaps: the template's 'Documentation Updates' checkbox and 'Get in Touch' Discord username are not filled in, and the 'Pre-Submission Checklist' is not ticked. The description is also long, with multiple dated update sections that are not in the template. The core content is present, so the check passes.

Full details: Linked Issues check

Explanation

[#1945] The whole-PR workflow diff (merge base to head) implements each requirement in .github/workflows/label-pr-review-state.yml.

  • Definition: reconcileStackedLabel treats a PR as stacked only when git.getCommit returns exactly one parent whose SHA matches a key in the open-PR head map. The map is keyed by open-PR head SHA and maps to PR number. Self-matches return without mutation.
  • Separate reconciliation: stacked is added to labelDefinitions. It is reconciled in reconcileStackedLabel, outside reconcileLabels, so review-state reconciliation does not remove it.
  • Stale removal: when the label exists and no open parent PR matches, the code calls issues.removeLabel.
  • Failed map lookup: resolve warns and emits an empty open_pr_heads output. The shard then sets openPrHeads = null and returns from reconcileStackedLabel. The review-state reconciliation call still runs.
  • Detection source: parent identity comes from the commit graph (getCommit). The label only gates add or remove writes.
  • Read-only guard: fork PRs on read-only runs skip stacked mutation.
  • Commit lookup and label write errors warn and do not fail the shard.

The not-evaluated sentinel leaves the label untouched for events that cannot change the relationship. The linked issue does not require a refresh on those events.

Notes that do not change the verdict:

  • The PR description says the map is read only on opened, reopened, and synchronize. The code also reads it on labeled and unlabeled. A code comment gives the reason. The description is out of date on this point.
  • A parent PR close has no pull_request_target closed trigger. A stale child label then clears on the next sweep, not at close time. The issue states no timing bound.
  • The test file was not read in this review. Test coverage relies on the whole-PR summary and the PR report. The PASS verdict rests on the workflow source.
Full details: Out of Scope Changes check

Explanation

The workflow diff contains only changes that serve [#1945]:

  • permissions: contents: read for the commit-parent lookup. The header comment is updated to match.
  • resolve job: the open_pr_heads output, the sweep-cache reuse, the event-gated map read, and the not-evaluated sentinel.
  • Reconcile shard: the OPEN_PR_HEADS env, the stacked label definition, the fail-soft createLabel branch for stacked only, reconcileStackedLabel, and the map parsing with fail-soft handling.

The stacked-only fail-soft branch applies only to the new label. Other managed labels keep their fail-closed handling. The sentinel and the event gating support the stale-label rule in [#1945].

The test file summary describes stacked-label cases, the open-PR map and sentinel behavior, the resolver-to-shard contract, and updated expectations for six managed labels and contents: read. These support the objective. The test file contents were not read directly in this review.

No unrelated production code, files, or reformatting of unrelated workflow sections appear in the whole-PR workflow diff.

Full details: Security Boundaries

Explanation

No changed path meets the failure condition. The workflow adds only read-only contents access and uses it for github.rest.git.getCommit parent metadata; it does not check out or execute PR code. The open-PR map uses GitHub API fields, an explicit event allowlist, and JSON parsing before label updates. Existing read-only fork-review and trusted pull_request_target boundaries remain in effect. No secret or PII flow, unvalidated execution, or approval/allowlist bypass is present in the changed code.

Full details: Persistence Integrity

Explanation

No changed persistence integrity defect found. The new stacked-label writes in .github/workflows/label-pr-review-state.yml are awaited (createLabel, addLabels, removeLabel, and reconcileStackedLabel). The workflow explicitly handles partial failures: stacked-label provisioning and reconciliation warn and leave existing state unchanged so a later run can retry. The tests cover creation failure, add failure, removal failure, and state preservation. The resolver output is explicitly passed to OPEN_PR_HEADS and unavailable or unevaluated maps preserve the existing label.

Full details: Lifecycle Resource Cleanup

Explanation

No changed lifecycle path meets the failure condition. The PR adds bounded GitHub API lookups, an in-memory head map, and a per-shard stacked-label call. The existing setTimeout mergeability retry is unchanged. Workflow and job concurrency remain cancel-in-progress: false, with no new listener, watcher, provider, timer, or background task. The new async work is awaited and its errors are caught; no cancellation, disposal, or restart path duplicates it.

Full details: Regression Evidence

Explanation

The changed resolver branch for non-head-changing pull_request_target actions is not covered by a focused negative test. The workflow emits not-evaluated and skips the open-PR map read when the action is not opened, reopened, synchronize, labeled, or unlabeled (.github/workflows/label-pr-review-state.yml:229-255). Current resolver coverage checks only the five positive actions (test file:2719-2726). Other pull_request_target tests use the default ready_for_review action but do not assert listPullRequests or openPrHeadsRaw() (test file:4457-4458). The shard sentinel test supplies not-evaluated directly (test file:858-881), so it does not verify resolver-to-shard behavior for this action.

Resolution

Add a focused runResolve({ eventName: "pull_request_target", action: "ready_for_review" }) test. Assert that listPullRequests is not called and openPrHeadsRaw() is "not-evaluated". Pass that emitted value to a shard test with an existing stacked label, and assert that the label remains while review-state reconciliation continues.

Thanks for contributing. This comment tracks the review sequence and the next action.

Current step: Required CI passed. Waiting for automated review of the latest commit.

If automated review does not start, a maintainer must restart it.

Review-state labels are managed by this workflow; do not edit them manually. community-approved is managed the same way — do not add or remove it manually. It signals a fresh community code approval for the current head as an advisory priority only; maintainer review is still required.

The test wrote a scratch file to an absolute path, which fails on CI. Removed the debug write and the debug console.log; 171 tests pass and ESLint is clean with --max-warnings=0.

…-PR map fails

Three findings from the review at head:

1. Stability & Availability (major). A failed open-PR list call rejected before any PR reached the
existing error handler, so one API failure stopped review-state labels and gate updates even when
the target PR was fetched. The lookup is now caught and warned, and the map is left unset so
reconcileStackedLabel skips label mutation for that run - an empty map would look like "no open
parents" and remove valid stacked labels.
2. Maintainability (major). Added the boundary case: a head with two parents where one parent is an open
PR head must not be labelled stacked, because a unit is one commit on top of its parent.
3. Functional Correctness (minor). The comment now describes what the check actually detects - the head
commit directly descends from another open PR head - rather than claiming the PR targets the branch
   below it.

Local run: 173 tests pass, eslint clean, no suppression count change.

344-344: 🎯 Functional Correctness | ⚡ Quick win

Do not describe the PR diff in the label description.

The detection reads only the commit graph. It never checks the PR base. If the child PR targets main while its parent PR is open, the GitHub diff includes both units. The description therefore states a guarantee that the workflow does not check.

The code comment at lines 478-483 now says the label describes only the detected relationship. Make the label description match. For example: "Head commit directly descends from another open PR's head". Update the description assertion in src/services/__tests__/pr-review-state-workflow.test.ts (lines 943-948) to the same text.

This repeats an earlier review finding. The code comment was fixed, but the user-visible label text was not.

The open-PR head map can predate a push to the PR being reconciled, so a parent sha can resolve to the PR itself. A self-match is not a parent PR: the label is left untouched instead of marking the PR stacked on its own old head. Adds the regression test the review suggested.

A self-match means the open-PR map still lists this PR own previous head, which is not evidence that a current stacked relationship is stale. Returning before any mutation keeps an existing label untouched instead of letting the removal branch delete it. Tests: an existing stacked label survives a self-match run, and a valid stacked label survives review-state reconciliation. Workflow suite 236 passed.

Regression Evidence row is already covered at the current head

The warning asks for a runWorkflow assertion that a valid stacked relationship keeps its stacked label through review-state reconciliation. That test is in this head (bb4ef327e) as keeps a valid stacked label through review-state reconciliation in src/services/__tests__/pr-review-state-workflow.test.ts:

  • it starts with labels: ["stacked", "awaiting-maintainer"] and commitParents: [OLD_SHA] + openPrHeads: [{ number: 1436, sha: OLD_SHA }] (a valid stacked relationship);
  • it runs a maintainer APPROVED review so the review-state turn has work to do;
  • it asserts removeLabel was never called for stacked and that the pull request still carries the stacked label afterwards.

Together with the self-match tests (an existing label survives a map that predates a push, and no mutation happens on a self-match), the stale-removal case and the add case, the workflow's stacked-label contract is covered both ways. Workflow suite 236 passed; the current head is fully green (6/6 required checks).

Please re-run the pre-merge checks against bb4ef327e.

…e a stack

Outside the sweep path every direct event paged the full open-PR list to build the stacked head map, including reviews, CodeRabbit status comments, workflow_run completions, and manual dispatch - none of which can publish a head commit, so none of them can change a stacked relationship. The resolve job now builds the map only on sweeps (which already hold the open list) and on opened/reopened/synchronize, and emits a 'not-evaluated' sentinel otherwise; shards treat that sentinel as 'label not evaluated' (info, no warning) while an empty value still means the read failed.

Also corrects the permissions header comment, which still claimed every unspecified permission including contents is none, while contents: read is granted for the commit-parent lookup.

Tests: opened/reopened/synchronize read the map once and emit it; dispatch and workflow_run emit the sentinel with no list read; the shard logs the sentinel at info level and leaves the label alone; a non-JSON OPEN_PR_HEADS value reaches the shard's JSON.parse catch and is advisory. The accept side of the read-only guard is now covered: a same-repository review run and a fork PR on a writable pull_request_target run both still add the stacked label. Negative controls: always reading the map turns the dispatch/workflow_run tests red; dropping the sentinel branch turns the sentinel and dispatch tests red.
main added a repo-wide prettier check to the compile job after this branch's base; the touched spec is now prettier-clean with no behavior change (243 tests still pass).

@coderabbitai review

The maintainer's three review threads are addressed and the branch is refreshed onto main (head 897ebdd). Changes since the last review: permissions header comment corrected; the open-PR head map is read only on sweeps and opened/
eopened/synchronize (a
ot-evaluated sentinel elsewhere); added coverage for the read-only guard's accept side and for a non-JSON OPEN_PR_HEADS value. All three threads are replied to and resolved.

Nitpick Add a removal assertion to the positive stacked-label test.

744-744: 📐 Maintainability & Code Quality | 🔵 Trivial | ⚡ Quick win

Add a removal assertion to the positive stacked-label test.

The positive test checks that stacked is added. It does not check that the label is kept in the same run. A later removal of the label would not fail this test.

Suggested test addition
 		expect(result.addLabels).toHaveBeenCalledWith(expect.objectContaining({ labels: ["stacked"] }))
+ expect(result.removeLabel).not.toHaveBeenCalledWith(expect.objectContaining({ name: "stacked" }))
// The relationship is read from the PR head commit, so the lookup must target it.

This matches the not-removed assertions already used elsewhere in the file.

Add a sweep test with several distinct open-PR heads.

The sweep reuse test at lines 2726-2731 seeds no extra open PRs. Its map assertion passes with one head. On sweeps, the map loop reads openPrsCache. Other events read the paginated list. Both sources flow through the same loop without slicing or filtering. No sweep test emits more than one head, so a change that drops entries on the openPrsCache branch would not fail a sweep assertion. The two-head test at line 2794 uses a synchronize event, so it does not exercise this branch.

Add a schedule run that passes several openPrHeads entries. Assert that every head appears in openPrHeads().

… synchronize

A labeled/unlabeled run shares the PR's concurrency group, so it can replace a
pending synchronize run for the same PR. The replacement emitted the
not-evaluated sentinel and skipped the stacked label for the new head, leaving it
stale until the hourly sweep. Those actions now read the open-PR head map too.

The stacked label description no longer claims "its diff is only this unit": the
label comes from commit-graph detection alone (reconcileStackedLabel never reads
the base branch), so a child PR targeting main while sitting on another open
head keeps the label and its diff still contains the parent's commits.

…ects

The stacked label description said the head commit "also sits on another open PR", but the
detection rule checks that the head commit's sole parent is another open PR's head - the head
commit itself is not on that PR. The description now names the parent relationship, and the
workflow test that pins the exact text is updated with it.

pr-review-state-workflow.test.ts passes. Documented in the review thread that the detection rule
is unchanged; only the reviewer-facing text moves.
Reviews, bot comments, manual dispatches and workflow_run completions share the PR's concurrency
group with synchronize runs, so a displaced synchronize used to leave its stacked label stale
until the hourly sweep: those runs passed a not-evaluated sentinel instead of reading the map.
The gate is gone, every targeted run reads the map (the sweep still reuses openPrsCache and pays
nothing extra), and the sentinel is removed with it.

Two tests pinned the old contract and now assert the read:
'reconciles only the requested PR during manual dispatch and still reads the head map' and
'reconciles the PR associated with a workflow run and reads the head map'.
Control: restoring a gate that skips the read makes them fail again; pr-review-state-workflow.test.ts
246 passed with the change.

… budget on Windows

platform-unit-test (windows-latest) failed test:services with 5 failures in
ShadowCheckpointService.spec.ts, every one of them a hook timeout in the shared beforeEach.
One setup there spawns about 14 git subprocesses (workspace repo init plus shadow repo init),
and the ~40 tests that share those hooks never released the repositories they created, so the
shared temp dir carried one git repository pair per test until the afterAll. vitest.config.ts
gives this lane two workers only on Windows CI, and every repository that is still on disk is
extra cost on every spawn, which is what pushed the hook past the 20s hookTimeout there and
nowhere else.

Release each test's pair in the afterEach, the way the standalone tests in this file already
release their own scratch repos, and give the setup and cleanup hooks the same 60s allowance
the afterAll cleanup already carries. Nothing was skipped and no suppression was added.

Two tests pin the release: a marker written into the repository the hooks created has to be
gone before the next test runs. With the two rmScratch calls commented out the suite reports
1 failed | 43 passed (44) and the failure reads
"AssertionError: expected true to be false // Object.is equality.
With them restored the suite reports 44 passed.
