[Fix] Azure OpenAI 404 does not name the missing deployment - #2172
Azure OpenAI sends each request to /openai/deployments/<model>/chat/completions. The <model> value is the "Azure deployment name" field. When this field does not match a real deployment, Azure returns 404 Resource not found. The old error did not name the deployment.
This PR makes three changes:
Error message (src/api/providers/openai.ts): A 404 from an Azure OpenAI endpoint now names the requested deployment. The message tells the user to enter the deployment name from Azure AI Foundry, not the model name. The message keeps the original error text. The error keeps the HTTP status, so retry and UI logic do not change. All request paths use this check: streaming, non-streaming, o-series, and completePrompt. Other endpoints and other status codes keep the old message.
Request URL in settings (OpenAICompatible.tsx): In Azure mode, the settings show the URL that Zoo Code will call, under the deployment field. The URL shows <deployment> when the field is empty. The URL is hidden until the user enters a base URL.
Shared URL helpers (packages/types/src/providers/openai.ts): getAzureOpenAiBaseUrl and getAzureOpenAiChatCompletionsUrl now hold the base URL normalization. The provider and the settings view use the same rule, so the preview cannot differ from the real request.
The two new strings have translations for all 18 locales.
Design note: I did not change the gpt-4o default in the model picker. The picker sets it when the settings open, before the user enters an Azure URL. A change there does not help the usual setup flow.
Test Procedure
Unit tests:
src: npx vitest run api/providers/__tests__/openai.spec.ts. New tests check the Azure 404 message for each request path. Other tests check that a non-404 Azure error and a 404 from a non-Azure endpoint keep the generic message.
webview-ui: npx vitest run src/components/settings/providers/__tests__/OpenAICompatible.spec.tsx. New tests check the request URL with a deployment and API version, the <deployment> placeholder, and that the URL is hidden with no base URL or a non-Azure endpoint.
packages/types: npx vitest run src/__tests__/azure-openai.test.ts. New tests check the URL helpers.
Other checks: check-types passes in src, webview-ui, and packages/types. ESLint passes with no new suppressions. node scripts/find-missing-translations.js reports no missing keys.
Manual check:
Select OpenAI Compatible and set the base URL to https://<resource>.openai.azure.com/.
Enter a deployment name that does not exist.
Look under the deployment field. The settings show the full request URL.
Send a message. The error names the deployment and explains the field.
Pre-Submission Checklist
Issue Linked: This PR is linked to an approved GitHub Issue (see "Related GitHub Issue" above).
Scope: My changes are focused on the linked issue (one major feature/fix per PR).
Self-Review: I reviewed my own code with care.
Writing Style: The PR title and description use Simplified Technical English (ASD-STE100): short sentences, plain words, active voice, one idea per sentence, no contractions.
Testing: New and/or updated tests have been added to cover my changes (if applicable).
Visual Snapshot (UI changes only): Not updated. The new line is one row of helper text. The existing Azure snapshot uses an empty base URL, so it does not show the line and its baseline does not change.
Documentation Impact: I checked if my changes need documentation updates (see "Documentation Updates" section below).
Azure OpenAI sends each request to /openai/deployments/<model>, where
<model> is the "Azure deployment name" field. When that field holds the
model name (for example the pre-filled gpt-4o) instead of the real
deployment name, Azure returns a bare "404 Resource not found".
- Wrap 404 errors from Azure OpenAI endpoints with a message that names
the requested deployment and explains the field. Keep the HTTP status.
- Show the resolved request URL under the deployment field in settings.
- Share the Azure base URL normalization between the provider and the
settings view through new helpers in @roo-code/types.
Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Azure OpenAI settings now show the request URL, including the deployment and API version. If no deployment is configured, a placeholder is shown.
Azure request URLs now handle trailing slashes and existing /openai paths consistently, and use a default API version when none is specified.
Bug Fixes
Azure deployment-not-found errors now identify the deployment and include error details, with guidance to check the exact deployment name. Messages are available across supported languages.
Azure OpenAI URL helpers now construct normalized request URLs. Azure 404 errors identify the configured deployment and include the original error message. Provider settings display the request URL, with translations and tests added for both changes.

Summary
URL construction packages/types/src/providers/openai.ts, packages/types/src/__tests__/azure-openai.test.ts
New helpers normalize the Azure base URL and build the chat completions URL using the deployment name and configured or default API version. Tests cover base URL variants and API version handling.
Azure 404 errors now include the configured deployment name and original error message. Other errors use the existing OpenAI error handler. Tests cover request entry points and non-Azure or non-404 cases. Error translations were added across locales.
Request URL in settings webview-ui/src/components/settings/providers/OpenAICompatible.tsx, webview-ui/src/components/settings/providers/__tests__/OpenAICompatible.spec.tsx, webview-ui/src/i18n/locales/*/settings.json
Azure provider settings display the generated request URL when a base URL is set. The display uses <deployment> when no model ID is set. Tests cover configured values, defaults, and omission for non-Azure endpoints or missing base URLs.
The request-URL display has behavior tests but lacks the required visual baseline. Update the Azure snapshot before merging.

Explanation
The title "[Fix] Azure OpenAI 404 does not name the missing deployment" matches the main change. The PR makes Azure OpenAI 404 errors name the requested deployment and tell users to enter the Azure AI Foundry deployment name, not the model name. The title is short, specific, and in active voice. Explanation
The description follows the repository template and fills in the key sections. It links issue #2171 with "Closes: #2171". It explains the error message change, the settings URL preview, and the shared URL helpers. It gives a test procedure with specific commands and a manual check. The checklist is marked, with one item unchecked: the visual snapshot was not updated, and the author gives a reason. The Videos section is not filled in, but the template marks it as applicable only to interaction or animation changes. The Get in Touch section is empty, but it is not a required check item. The description is mostly complete.
Full details: Linked Issues check
Explanation
Issue #2171 requires Azure OpenAI 404 errors to identify the requested deployment and instruct users to use the Azure AI Foundry deployment name. The changed OpenAI handler applies this transformation to streaming, non-streaming, o-series, and completePrompt paths, while preserving the status and original message. The settings component displays the resolved Azure chat-completions URL, including <deployment> when empty. Shared URL helpers are used by the provider and settings. Added tests cover the request paths, URL preview cases, URL helpers, non-404 errors, and non-Azure 404 errors.
Full details: Out of Scope Changes check
Explanation
The changes stay within issue #2171. The URL helpers support the required provider and settings behavior. The locale additions support the new error and settings text. The added unit tests verify the Azure behavior and preserve existing behavior for other endpoints and status codes. No unrelated provider, model-picker, or endpoint changes are present.
Full details: Security Boundaries
Explanation
No changed path meets the security failure condition. src/api/providers/openai.ts only transforms Azure 404 text and preserves status; it does not execute error or deployment input. The new URL helper is used for the Azure client base URL and for a text-only <code> preview in OpenAICompatible.tsx; the preview is not a link or network sink. The deployment and original error were already user/provider data, and no changed code exposes API keys, bypasses approval, or changes an allowlist.
Full details: Persistence Integrity
Explanation
No changed persistence path exists. The diff adds a read-only Azure request URL preview in OpenAICompatible.tsx, URL helpers in packages/types, and error translation/handling in src/api/providers/openai.ts. The settings component only reads apiConfiguration and renders a URL; it does not write configuration or storage. No changed code performs persistence, requires rollback, or propagates a persisted default to a consumer.
Full details: Lifecycle Resource Cleanup
Explanation
No changed lifecycle path exists. The PR adds URL formatting, error transformation, translations, tests, and a rendered settings URL. The provider change only normalizes the Azure client base URL and handles request errors; it does not add or alter listeners, watchers, timers, tasks, streams, cancellation, disposal, or restart logic. The existing useEvent and debounced setTimeout effect in OpenAICompatible.tsx are unchanged.
Full details: Regression Evidence
Explanation
The PR adds durable visible Azure request-URL helper text in webview-ui/src/components/settings/providers/OpenAICompatible.tsx:124-135. The focused Vitest tests cover configured, default, unset, and non-Azure branches. However, the required Playwright component snapshot does not cover the changed visible state: OpenAICompatible.visual.fixture.tsx:28-33 still uses an empty openAiBaseUrl, so openai-compatible-azure-guidance-dark.png cannot show the new URL. The visual test and screenshot are unchanged in the PR.
Resolution
Update the Playwright component fixture or add a populated Azure fixture, run the existing OpenAICompatible.visual.tsx test, and commit the regenerated screenshot. Keep coverage for the empty-base state if it remains an intended UI state.
