fix: strengthen correctness checks and repository scan coverage - #294
Conversation
- Include ordinary Rust and Python tests in production Semgrep scans while keeping deliberate rule fixtures in their dedicated checks. - Reject unexpected errors in mixed-exponent determinant properties and verify stale release targets cannot upload artifacts. - Keep scanner environments out of benchmark fixtures and align test code with the expanded static-analysis coverage. - Correct exact row-scaling documentation, benchmark capacity estimates, coverage tool ownership, and the released v0.5.0 roadmap.

- Preserve Semgrep default exclusions while including ordinary Rust and Python tests in local and SARIF scan selections. - Parse release-fixture URLs before matching GitHub's upload hostname. - Require uv 0.13.2 and refresh the cc and find-msvc-tools lockfile entries.
Summary
Production Semgrep scans inherited default exclusions that skipped ordinary
tests, and mixed-exponent determinant properties silently ignored unexpected
errors. Repository-owned ignore rules now include Rust and Python tests while
excluding deliberate rule fixtures; determinant properties explicitly accept
documented outcomes and fail on every other error.
The changes also verify that stale release targets cannot upload artifacts,
avoid copying the scanner environment into benchmark fixtures, and align newly
scanned tests with their intended policies. Documentation now describes exact
determinant row scaling, current tool-pin ownership and benchmark capacity, and
the completed v0.5.0 release. Package versions remain unchanged.

Review follow-up
The DOI validator returned metadata/context mismatches. Primary-source review
confirmed the existing scholarly publication years and software DOI identity;
the failed executions remain recorded. The validator issue is tracked in
acgetchell/dotfiles#217, and reporting of baseline-versus-repair hosted CI is
tracked in acgetchell/dotfiles#218. The review record is not formally certified.
Historical v0.4.4/v0.4.5 benchmark compatibility and an optional redundant
minimum-normal return branch remain deferred. Neither is a mathematical
correctness defect in these changes or a blocker for v0.5.0-to-v0.5.1 comparisons.
