What does this PR do?

Adds SureTool to the Utility section: a modular Java utility library for JDK 21+ (strings, collections, dates, JSON, crypto, office, processes, math, compression, sockets, event-bus). Core modules ship with zero third-party runtime dependencies; Apache-2.0.
