We have timeout-minutes: 60 for ubuntu and windows, but I'm fine with the 45 here, let's see how it works.

Summary
Increase the AArch64 macOS 26 (C++20 Compat) test job timeout from 30 to 45 minutes. Recent cold-cache runs exceeded the current limit or completed with less than a minute to spare.
