Issue #, if available:

Description of changes:

The publish job in runtime-interface-client_merge_to_main.yml has been failing on main (for example run 39420007852) while publishing nothing. This PR removes it. The coverage jobs in the same workflow are unchanged.

Why it fails

The job runs make build: all four native variants (glibc and musl, x86_64 and aarch64) on one x86_64 runner, with aarch64 under QEMU. The JNI build pulls amazonlinux:2 and alpine:3 anonymously from public.ecr.aws, and that pull is what fails:

public.ecr.aws/docker/library/alpine:3: failed to resolve source metadata ... failed to copy

Why it publishes nothing

The three steps after the build (AWS credentials, CodeArtifact properties, make publish) only run when the ENABLE_SNAPSHOT secret is set. They were guarded this way in #504 (August 2024). Neither ENABLE_SNAPSHOT nor the AWS_ROLE / CODE_ARTIFACT_* secrets those steps need exist in this repository, so every run skips them. What we found:

  • All 19 runs from April 2026 to now skipped the Publish step. Older runs no longer have step data, and none are retained before September 2025.
  • The snapshot repository this was set up to feed has had no new RIC snapshot since December 2022.

Why the build is not needed here

  • The PR build check already builds the same four variants, on native runners (make build-<arch> covers glibc and musl per arch).
  • The coverage jobs in this workflow rebuild them on every merge to main.

Also removed

Everything that only served this job: ric-dev-environment/ (publish_snapshot.sh, the CodeArtifact Makefile include, settings.xml, the snapshot-jar check), the publish and test-publish Makefile targets, and the ci-repo Maven profile.

By submitting this pull request, I confirm that my contribution is made under the terms of the Apache 2.0 license.

The publish job's publish steps only run when the ENABLE_SNAPSHOT secret
is set, and neither it nor the AWS_ROLE / CODE_ARTIFACT_* secrets exist
in this repository, so the job has not published a snapshot in years.
What still runs is its `make build`: all four native variants on one
x86_64 runner under QEMU, pulling the JNI base images anonymously from
public.ecr.aws. That pull is what fails the workflow on main.

The build itself is redundant: the PR build job builds the same variants
on native runners, and the coverage jobs here rebuild them on main.
ric-dev-environment/ (publish_snapshot.sh, the CodeArtifact include,
settings.xml and the snapshot-jar check), the `publish` / `test-publish`
Makefile targets and the `ci-repo` Maven profile only served the snapshot
publish job removed in the previous commit.
