Raises the pybgpkit-parser requirement to >=0.24.0, which builds on bgpkit-parser v0.24.0. Parsed update files now report the withdrawals that earlier parser versions dropped from messages whose withdrawn list starts with a default route, so a consumer comparing element counts across the upgrade will see more withdrawals, not fewer.

pybgpkit-parser0.24.0 wheel returns 164,308 withdrawals and 229,119 announcements on a RIPE RIS updates file, matching the Rust parser's own counts, and the unit tests pass against it.
