Add per-request tool providers and run code mode through the same
(tools, tool_prompt)pipeline. Builtins remain directly available; native tool definitions are no longer repeated in the system prompt. Update English and Chinese docs.Validation:
make check, 569 tests passed (20 skipped), and docs build. Provider tests cover model-visible tools, prompts, and actual calls.
