fix: continuous aggregates now default create_group_indexes to true

Description

timescaledb.create_group_indexes defaults to true. However, unconfigured "CreateGroupIndexes" had a default value of false which is not consistent with how TimescaleDB handles that. Therefore, this has been fixed so that the default is the servers default, now.
