Removes the
CustomCapabilitiespool demand (PLAT-3447). With it, a build only runs on an agent this repo has already used or on a brand-new VM, never on an idle one, so when the pool is full builds get stuck (12 pipelines waited 45+ minutes on 19 Oct while 30 agents sat idle).
