Sets .changeset/pre.json to exit, so the next version PR on production gives core, server and widget 1.0.0 instead of another -rc. The private packages (cli, ingest, the stores) move to their next 0.x version and still aren't published until their private flags come off.

Checked on current dev (#505):

• Live smoke on Claude, OpenAI and Gemini: 22 of 23, the same as at rc. Ingest of the docs site, citations on all three, hybrid recall@5 1.00, Japanese retrieval, the injection fixture over 20 runs, text, tools, parallel tools and abort all pass. The one miss is the prompt cache check on the wire, which carries no cache fields. At the provider level the second request reads 20,815 cached tokens, as at rc.
• The 0.6 → 1.0 upgrade check from docs: every server example starts on 1.0, and docs:check makes sure #499: 13 of 13.
• changeset pre exit then changeset version, run in a scratch copy: core 1.0.0, server 1.0.0, widget 1.0.0.
