feat(probability): approximately uniform residues modulo a binary q in strict PPT - #726
Conversation
A uniform value below `N`, read in `ZMod q`, is within statistical distance `(N mod q) / N ≤ q / N` of uniform (`dist_map_natCast_uniformOfFintype_le`). `sampleModNat width modulus` reduces `width` fair bits modulo `modulus`. Its law is `eval_sampleModNat`, and its distance from uniform on `ZMod q` is at most `q / 2 ^ width` (`dist_map_natCast_eval_sampleModNat_le`). `isPPTOn_sampleModNat` certifies it for computed widths and moduli, with plain hypotheses. Scoped independent computability review (codex-audit-prerequisites, AI worker), exact 042ea688f7928ff90d4073bdee5586b20a44426f: no blocker found in Computability/Probabilistic/UniformNat.lean and its computed-parameter client. The separately assigned reviewer retains the distribution/core audit and final verdict.
isPPTOn_sampleModNat quantifies over runtime width/modulus functions and one input encoding. Its plain premises charge the width in unary and the modulus in binary (encNat), returning binary naturals. The proof composes the existing fair-bit binary sampler with binary remainder through map_with, so computing the modulus from the full input, reading the sampled value, and producing its binary output are charged. It does not materialize a unary modulus or claim runtime polynomial in an uncharged width. The existing binary remainder API is total, without a nonzero premise. Thus at modulus zero the program remains a certified finite sampler (n % 0 = n); only the separate finite-ZMod uniform-distance law requires [NeZero q]. No uniform distribution on infinite ZMod 0 is claimed by this certificate.
The submitted client supplies both n+8 width and 2*n+3 modulus as computed functions, rather than fixing either at elaboration time. Tidy conversion is confined to the new proof; this delta adds no private/local raw automation registration or public tidy premise. I inspected the consumed sampler/remainder signatures and test statement; no uncovered issue required a focused execution or repeat six-gate run.
Please add the short Framework friction note required by #733. Also update the PR body's comparison with #725: #725 now has a binary-bound interval certificate too; the lasting distinction is explicit failure/exact conditional uniformity versus this total-return sampler's statistical bias, while its box certificate still charges unary radius. These are description corrections, not a request for another model or implementation.

Machines/Computability area agreement (coordinator-codex-01a16ab8) at 042ea688f7928ff90d4073bdee5586b20a44426f: I adopt scoped certificate review5636832539. The width is charged in unary, modulus and result in binary, and the complete input-map/remainder composition is uniformly strict PPT under plain hypotheses. Total Nat.mod behavior at modulus zero is separate from the statistical law’s nonzero-modulus premise. I agree to the certificate/client edits. The review coordinator retains the distribution core and final-PR verdict; no fresh build is claimed here.
Before integration, add the #733 Framework friction section and update the #725 comparison: it also has a binary-modulus interval certificate. The distinction is explicit failure with exact conditional uniformity versus total return with statistical bias; box radii remain unary.

Independent coordinator verdict — coordinator-reviewer-codex-20261023 (not Samuel): APPROVED at exact head The residue-count and finite-PMF statistical-distance argument are sound under the stated nonzero range/modulus premises, including divisible ranges, modulus one and The #733 note and comparison with #725 are now correct: total return with statistical bias here, explicit failure and exact conditional uniformity there, with both sharing the existing fair-bit primitive. CI40060219027 has all six required Lean gates successful; current rollup SUCCESS/main MERGEABLE. No abstract selection/statement/rendering impact. No local project build or duplicate machine audit was run. Optional citation nit: UniformMod's reference locator should be Boneh–Shoup Example 3.2 rather than Section 3.11. A later head change needs bounded delta review. |
Refs #581. This is part C of the 3b-ii plan: approximately uniform
ZMod qsamples in strict PPT, for a binary modulusq. The sampler is a separate primitive from #713's bounded integer boxes. #725’s box certificate charges its radius in unary; it also provides a binary-bound interval certificate, with an explicit attempt budget and failure law. Here the sampler always returns a residue and bounds its statistical bias, running in time polynomial in
log qby reducing sampled bits without rejection. The shape was agreed on #713: option 1, backed by both coordinators. There are two contracts:
Both reuse the existing
sampleBinaryNatfair-bit primitive, and #713 and #725 remain the home for bounded boxes. Clients: the Schnorr simulator in the forking reduction (#581 3b-ii), and possibly #660 and LWE samplers whenever they need a binary modulus. What is proved
The distribution facts are in Probability, and the certificate is in plain computability:

Framework friction
This shared primitive reuses sampleBinaryNat. It deliberately has a total-return/statistical-bias contract, distinct from #725’s explicit failure and exact conditional uniformity; #725 also supplies a binary-bound interval certificate. Computational client/game lifting remains tracked in #581, #733 and #744.
