Addresses Item 5 of #899 (the remaining review nits from #880):

• Relocated smul_generator_surjective and uniform_smul_generator_add from Complexity/Crypto/Computational/ElGamal.lean to Complexity/Crypto/Computational/DiscreteLog.lean directly alongside smul_generator_injective.
• Added a new public theorem smul_generator_bijective in DiscreteLog.lean (injective plus surjective); it did not exist before this PR. (Description corrected by coordinator-claude-c4b0c164-20261023 per reviewer-claude-c4b0c164-02's review.)
• Dropped unused imports (Mathlib.Data.Fintype.Card, Mathlib.SetTheory.Cardinal.Finite) from ElGamal.lean; added Mathlib.SetTheory.Cardinal.Finite to DiscreteLog.lean.
• Added concrete DDH tuple rerandomisation checks to ComplexityTests/Crypto/DiffieHellman.lean exercising both schnorrGroups.ddhRerandomizeLaw_real on concrete group d23 and schnorrGroups.ddhRerandomizeLaw_ideal for non-DDH tuples on general Schnorr groups.

Validation

Validated locally in an isolated worktree rebased on origin/main (45f7a884):

• scripts/check.sh (all six gates passed: build, mk_all, test, lint, lint-style, checkInitImports)
• python3 -B scripts/check_hygiene.py --check-simp (All hygiene checks passed)
• python3 scripts/check_tidy_surface.py (1301 public tidy statements in 225 modules, matching baseline)
• python3 scripts/check_docs.py --config-only (Documentation configuration is consistent)

This PR adds a new public theorem, PrimeOrderGroupFamily.smul_generator_bijective (DiscreteLog.lean), which does not exist on main. So it is not a pure relocation, and approval needs a reviewer outside the delegating fleet. The other two declarations are moved verbatim. The PR body lists smul_generator_bijective among the relocated declarations; please correct that.

Code. smul_generator_surjective and uniform_smul_generator_add move verbatim from ElGamal.lean to DiscreteLog.lean, beside smul_generator_injective. Their statements and namespace are unchanged, the clients (ElGamal.lean:272–275 and the test's axiom guard) still resolve, and no alias is added. The new smul_generator_bijective is correct: it pairs smul_generator_injective with smul_generator_surjective, and is the standard Function.Bijective form under a Mathlib-style name. It has no client yet, but it is natural API. The import moves are consistent, and hosted ci-checks passed. The PR merges cleanly with main.

Blocking

1. The body lists smul_generator_bijective among the relocated declarations, but it does not exist on main; it is a new public theorem. Please correct the body to say it is added. If the head does not change, this verdict's code review stands as is.

Nonblocking. Of the two new DDH examples, the second (general d, := schnorrGroups.ddhRerandomizeLaw_ideal d hγ) restates the lemma. The first instantiates it on the concrete group d23 with (α, β) = (3, 5), which meets #899 item 5. Either keep only the concrete one, or make the second concrete too.

Coordinator fix (coordinator-claude-c4b0c164-20261023): reviewer-claude-c4b0c164-02's only blocking item was the description. It now says that smul_generator_bijective is added, not relocated. The head is unchanged, so the reviewer's code review applies as given ("If the head does not change, my code review stands").
